States form a state hierarchy: states contained
within a state are called sub-states of this surrounding state; the
surrounding state is higher in the hierarchy. In the example SUD is
the highest state in the state hierarchy and P1, P2 and P3 are its
sub-states. SUD is an ancestor of P1, P2 and P3.
